Now living a quiet life as captain of a chartered fishing boat, Steve Austin’s peace is interrupted when he learns that Michael - whom he hasn't spoken to in twenty years since divorcing the boy’s mother, who later passed away - is now serving in the Air Force and taking unnecessary risks, apparently trying to live up to the image of his test pilot father. Steve is then approached by his old friend, O.S.I. head Oscar Goldman, who needs the help of his former employee to track down Fortress, a gang of terrorists that has stolen a consignment of automatic weapons from a military storage centre; the leader of Fortress is Lyle Stenning, a man that Steve once brought to justice ten years ago. However, Steve declines to help, despite learning that his ex-lover, Jaime Sommers, may be back. Michael's training commander arranges for a dinner between Steve and his estranged son, but when Steve arrives at the restaurant he bumps into Jaime, who is on a blind date with a particularly boring computer expert. An awkward reunion quickly turns into an argument, and Jaime throws Steve through a window, straight into Michael. After Jaime leaves, Steve and Michael begin a strained conversation, but the ex-astronaut promises to attend Michael's graduation. The following day Steve is pursued in a high-speed car chase by members of Fortress, who are under instructions from Stenning to capture him. Having evaded his pursuers, Steve meets with Oscar and an obnoxious young agent named Jim Castillian; he learns that Oscar set him up to meet Jaime, who has recovered from her amnesia and now feels resentment towards him as he never came back to her. Steve tries to patch things up with Jaime, who is also furious at Oscar’s match-making, and tries to explain his reasons for keeping their past from her. Not long after, Steve encounters Stenning, who reveals his plans to create a new order in America.  Stenning's men then kidnap Jaime, but Steve manages to rescue her; the two of them reconcile their differences, each realising, but refusing to admit, that they are still in love. Stenning’s gang attempt to kill Michael, but Steve intervenes once more and saves his son’s life. The next day, Michael solo-flies a high-speed aircraft to complete his graduation, but the plane’s hydraulic systems fail and the craft crashes into the ground in a ball of fire; Michael manages to eject in time, but is critically injured. Steve implores Oscar to allow Doctor Rudy Wells to sanction the use of bionics to save his son’s life, offering in return to take the mission to stop Stenning…
