The Liberator crew are beginning to show signs of stress and fatigue, caused by the strain of continually being on the run from the Federation. When they encounter a Federation freighter and a strange magnetic barrier, they follow the ship and arrive at the planet Horizon. Blake and Jenna teleport onto the planet surface, and discover a Federation mining operation collecting radioactive ore. The two of them are then captured and taken to Ro, the planet’s puppet ruler. Concerned at their comrade’s failure to make contact, Gan and Vila teleport down, but are also captured, and put to work in the mines, where they will eventually die from radiation poisoning. Here they meet a girl named Selma, who was to marry Ro, until she rebelled against the Federation’s conditioning. Orac informs Cally that Ro’s father was killed by the Federation Komissar, Ro’s former teacher; Cally teleports down to the planet but is captured. Brought before Ro, she is able to telepathically transmit the information across to Ro concerning his father’s death. Meanwhile, aboard Liberator, Avon decides to cut his losses and abandon his comrades; but the imminent arrival of Federation pursuit ships leads him to realise that he will not survive an attack on his own - he needs the rest of the crew. Forced to teleport to Horizon, Avon uses Orac to evade the detection devices, and he rescues Blake and the others. They leave in Liberator just in time to avoid the Federation ships, while, back on Horizon, Ro rebels against the Federation and kills the Komissar, vowing to free his people from their enslavement.
