The Federation relentlessly continues to expand its powerbase across the galaxy, and when the planet Helotrix is re-conquered, Avon sends Tarrant and Dayna to investigate. They meet Hunda, a rebel leader who tells them that the Federation is using a new pacification drug called Pylene 50 to bring entire populations under its rule through conditioning. After Practor, the puppet leader of Helotrix informs his aides that he has heard reports that Servalan has been deposed and presumed dead, he is killed by an unknown assailant. Hunda introduces Tarrant and Dayna to a rebel agent named Leitz, who gives them the location of the Pylene 50 manufacturing plant; they infiltrate the base, encountering security measures that Leitz failed to tell them of. Finding the inventor of the drug, XXXX, he gives them both the antidote. However, unknown to everyone Leitz is a double-agent, and he informs the Federation of Hunda’s plans. Tarrant and Dayna realise that Leitz has betrayed them, and they race back to Hunda so that they can begin immunising him and his followers against the pacification drug. An attack on Federation headquarters is mounted, during which Tarrant and Dayna catch a glimpse of Commissioner Sleer - none other than Servalan. They return to Scorpio and inform Avon; meanwhile, Leitz attempts to bargain with Servalan, but she kills him in order to protect her identity.
