In the aftermath of the Storm Dragon’s attack on San Francisco, the President declares a mandatory census of all magical individuals in the United States of America. Fighting breaks out amongst the population, as people turn on anyone with an association to magic. After Buffy and Spike break up an assault on an innocent demon, they receive an offer to join Deepscan in their work for the U.S. government, protecting the public against demons and the forces of darkness – an offer that Buffy vehemently declines. As the public’s dissent escalates, fighting and looting breaks out in the city. Under the Emergency Bill the government makes unauthorised use of supernatural powers a crime, an act that Buffy and the Scooby gang see as going beyond profiling: a violation of civil rights. After Andrew leaves the country for the safety of the continent, Willow rescues a group of trainee wiccans from an attack by an angry mob; footage of her retaliation goes viral, prompting the government to offer Willow a job as a Federal agent. Willow turns down the offer and returns to her apartment, where she and the gang learn of the government’s latest initiative: the relocation of all supernatural beings into so-called ‘Safe Zones’ – bringing internment back to America…
