Arriving on a beach in Australia, the Doctor and his companions are attacked by a hovercraft. They are rescued by Astrid in a helicopter, and taken to her boss, Giles Kent, who explains that the Doctor is the double of Salamander, a politician and scientist, who has discovered a way of storing and distributing solar energy, and thus end starvation, in a world beset by earthquakes and floods. Even though he is seen by many as being a saviour, Salamander is in fact a would-be world dictator. Jamie and Victoria infiltrate his retinue, and discover that Salamander has instigated the so-called natural volcanic disasters that have recently been sweeping the planet; five years ago, he and Kent worked together, and have convinced a group of people undergoing an endurance test in a bunker underneath the centre that a war has broken out on the surface. It is these people, lead by Swann, that are misguidedly striking back at the enemy with the use of the engineered disasters. Jamie and Victoria are captured, and the Doctor is forced to impersonate Salamander in order to rescue them. He enters the villain's headquarters, only to be confronted by Kent, who is attempting to seize Salamanders' powers of his own ends, and who blows up the research station. Salamander escapes and impersonates the Doctor, and steals the TARDIS, but he forgets to close the ship's doors, and is ejected into space.
