Hired by General Bron to destroy a new British fighter jet designated the Red Arrow, The Hood sabotages the aircraft, causing it to crash during a flight test. After Colonel Casey, the designer of the aircraft, is dismissed, he decides to visit his old friend, Jeff Tracy. Meanwhile, The Hood plants a diversion device atop a telecommunications relay tower; when Red Arrow 2 makes its test flight the plane is drawn off course and crashes into the tower, trapping two men inside the control cabin. As the tower begins to disintegrate in the high winds, it is up to International Rescue to save them - but can they get the escape harnesses to the men before the tower smashes to the ground?
