The TARDIS lands by an extinct volcano, on a rocky outcrop surrounded by sea. The Doctor and his companions are kidnapped by the primitive Atlanteans, and taken below the sea to their city of Atlantis, where they are to be sacrificed to their goddess, Amdo, by being suspended over a pool of ravenous sharks. Zaroff, a scientist, rescues them; he has a plan to destroy the world by draining the ocean into the molten core of the planet - the resulting super-heated scheme will then explode the planet into two. Zaroff takes the Doctor with him, sends Ben and Jamie to work in the mines, and orders Polly to take an operation to turn her into a Fish Worker, creatures whose job it is to farm the plankton-based food on which the Atlanteans survive. The TARDIS crew escape, and meet up with, Sean and Jacko, two shipwreck survivors, and together they persuade the Fish People to revolt against their masters. Zaroff is confident that he will destroy the world in twelve hours, but becomes the victim of his own scheme when the Doctor enters the generating plant and accelerates the fission, breaking down the sea walls. Zaroff drowns in the floodwaters, and the Doctor and his companions escape.
