Nevada, 1966: The Cigarette Smoking Man is called to a top-secret military installation to deal with a couple of trespassing students, whose search for UFOs has led them to become accidentally exposed to a powerful hallucinogenic compound in a tainted packets of cigarettes.

Washington D.C., the present: Mulder’s lunch is interrupted by the Cigarette Smoking Man, who brings a tip-off about a devious conspiracy in the Nevada Desert that involves G-23. Taking the information to the Lone Gunmen in their secret base under Arlington National Cemetery, Mulder learns that G-23 - or ‘Government Weed’ - is a potent narcotic created by the government to undermine the growing countercultural movement in the 1960s; the question is, has the project been reopened? Heading out on State Route 375 that night, Mulder encounters a group of hippies; however, when he questions them about possession of G-23 he too becomes exposed to the drug – just as a fleet of black helicopters arrives on the scene and opens fire on everyone below…
